We have PTX10004s and our production environment has qualified 23.4 EVO for this chassis.
We recently received AC3 power kits which include the AC3 PEM, FTC3 and FAN3 but the FTC3 and FAN3 require a new JunOS version 24 EVO train as a minimum. Trying to use FTC3/FAN3 with 23.4 EVO results in chassis alarms.
We have observed that running 23.4EVO with AC3 PEMs + FTC2 and FAN2 appears to clear all chassis alarms. What we can't confirm through Juniper documentation is whether this is a supported power and cooling setup for the PTX10K4 platform.
PTX10K8 doc suggests AC3 PEM can use FTC2/FAN2.

JNP10008-FAN2 and JNP10008-FTC2, or JNP10008-FAN3 and JNP10008-FTC2 cooling systems require either JNP10K-PWR-AC2, JNP10K-PWR-AC3, JNP10K-PWR-DC2, JNP10K-PWR-DC3, or JNP10K-PWR-AC3H power supplies.

The power modules are always backward compatible.
This means it will support all modules supported by previous version.
So JNP10K-PWR-AC3 should support JNP10004-FTC2/FAN2, without any issues.
Below is the table shared by plm team, for PTX10004:
