By default a service is applied to all routers under authority.
In some cases this can issue if there are conflicting services, eg: Internet Services for some branch routers via local breakout while for other vi peer to HQ.
Use router-group-based-services to selectively apply the services to applicable routers.
You need to create router groups for applying the LBO via HQ and LBO via local WAN as applicable.
