Port bandwidth sage might notice -ve values prior to 22.2 Junos EVO Software Versions.

You can notice the alarm like below 


root@router> show system alarms no-forwarding

And messages like 

Apr 10 21:50:03 router license-check[15696]: %DAEMON-5-LICENSE_FEATURE_VIOLATION: License usage violation, feature Port Bandwidth Usage (in gbps)(279) usage requires a license


Symptoms

Port Bandwidth Usage (in gbps)s(279) require a license alarm will be reported


Solution

This is an issue prior to 22.2 software versions.
