This KB describes the message below when loading the license file.

In case you are using Legacy Licensing format on using the newer Junos version, you may observe below message:

If the feature in the license file is not supported on the installed device, this log will be generated as expected.
Please check the output of 'show system license', if necessary licenses are displayed, you can ignore this message.
And if you got any warning of license upon commit operation, please open a case.
